Microsoft Announces the Retirement of Offline Phone-Based Activation for Windows 11 After Over 20 Years

In a recent update, Microsoft revealed the discontinuation of the traditional “telephone-based” activation method for Windows and Office products, a feature that enabled offline activation. Previously, users could easily call Microsoft’s designated activation number, where an automated system would facilitate the activation of their Windows or Office licenses. This process, however, has officially been phased out.

As part of a broader initiative to evolve the activation experience, Microsoft has pivoted towards integration with Microsoft accounts for activating Windows 11 and Office. Now, linking your product license to a Microsoft account has become the most straightforward method for license verification.

To check how your Windows is activated, navigate to Settings > System > Activation, and select ‘Activation state.’ Typically, you will find that your system is activated via a digital license tied to your Microsoft account.

Discontinuation of Phone-Based Activation

On December 3, 2025, Microsoft officially retired the phone-based activation option for both Windows and Office. Now, when users attempt to call the activation hotline, they will be redirected to utilize a Microsoft account instead. Nevertheless, this doesn’t imply that a Microsoft Account (MSA) is the sole method available for activating Windows.

For those utilizing perpetual licenses, advanced users are encouraged to use the Product Activation Portal, which Microsoft assures is “secure, reliable, and user-friendly.” This online solution allows for Windows activation even when the target PC is offline, differentiating itself from the now-unsupported phone-based method.

Although phone-based activation enabled a seamless offline experience, Microsoft confirms that updated offline activation methods are still supported. While traditional telephone activation is no longer an option, the functionality for offline activation remains intact, albeit through different channels.

Using the New Product Activation Portal

To utilize the new Product Activation Portal following the retirement of “activate by telephone, ” start by accessing the “Activate by Telephone” screen within Windows or the specific product. Here, you will gather vital activation details and a phone number. Instead of making a call, input the information into the Product Activation Portal.

Do note that the Product Activation Portal requires a browser and an internet connection; however, it allows activation of a PC that is offline. Notably, a Microsoft account is required to access this portal.

The portal accepts various account types, including Personal Microsoft accounts, work or school accounts, Microsoft Entra ID accounts, and Azure Government tenant accounts.

Motivation Behind the Discontinuation of Telephone Activation

Some observers speculate that the retirement of the “activate by telephone” option was a strategy designed to encourage users to create Microsoft accounts. While this may hold some truth, I contend that the decision stemmed from minimal usage of the phone-based method. Moreover, the Product Activation Portal offers a comprehensive solution that encompasses a broader range of Microsoft products beyond just Windows and Office.
