The most efficient approach to secure the Silo Access Badge is by first acquiring the Hairpin skill. Once obtained, head to Shii and move to his left. Just before reaching the doorway leading to Mel’s shop and the elevator, look for a floating green crystal. Hook onto this crystal to gain the necessary height and access the window. There, you will find an unknown item on the ground, which contains the Silo Access Badge.
