To find The Oracle, head to the Alexandra Monastery observatory located on Golden Ridge. This area becomes part of your main storyline, specifically the finale mission on this planet. For efficient navigation, use the Matriarch’s Mercy fast travel point, which is situated in the southeastern quadrant of the map.

Once inside the observatory, you’ll find The Oracle encased in a glass cabinet. After ringing the Bell Towers and proceeding down the hallway (making sure to veer left), you’ll reach the Oracle Display Case Access Podium. This podium presents three distinct methods to retrieve the weapon:
