Collaboration Between Arm and Rebellion for Advanced AI Infrastructure
In a strategic partnership, Arm and Rebellion are set to innovate the AI server landscape by merging Arm’s AGI CPU—its inaugural data center CPU design—with Rebellion’s cutting-edge AI chips. This initiative will take place in We Telecom’s (SKT) AI data center, providing a testing ground before the offerings hit global markets.
The alliance unites leaders from various sectors of AI infrastructure, aiming to tackle the surging demand within the inference market while establishing benchmarks for energy-efficient and high-performance sovereign AI capabilities. The companies intend to collaborate comprehensively across the entire value chain, from initial infrastructure concept to real-world implementation and testing.

Innovative Technology Integration
The Arm AGI CPU, derived from the Arm Neoverse CSS V3 architecture, will merge with Rebellion’s RebelCard accelerator to form a robust server infrastructure designed for optimizing performance. The partnership encompasses not only hardware development but also the joint creation of a comprehensive software ecosystem—including firmware—to be deployed within WeT’s operational data centers. This collaboration aims to validate the performance and stability of sovereign AI models while processing large volumes of telecommunications-specific data. Initial plans include testing WeT’s proprietary A. X K1 foundation model on this new server infrastructure.
Key Features of the Rebel-Quad
The Rebel-Quad boasts several impressive features that position it as a leading choice in the AI server market:
- Energy Efficiency & Performance: Enhanced compute density and utilization provide superior performance per watt.
- Chiplet Interconnect: Breaking new ground with the world’s first implementation of UCIe-Advanced, which ensures power-efficient data transfers across chiplets.
- HBM3E Integration: Equipped with 144GB HBM3E and a massive 4.8TB/s bandwidth, making it capable of handling tens of billions of parameters on a single chip.
Upon successful technical validation, Arm and Rebellion plan to investigate broader commercial deployment avenues. Rebellion’s goal is to deliver tailored, stability-verified solutions to the global Sovereign AI data center market, with a strong emphasis on the Asian market, specifically targeting telecommunications companies and public sector entities that require dedicated and independent AI infrastructure.
About the Rebellion RebelCard

The Rebellion RebelCard represents a next-generation modular card product featuring Rebellion’s advanced AI semiconductor, ‘Rebel 100’ (previously known as Rebel-Quad).It integrates four neural processing unit (NPU) chiplets along with fifth-generation High Bandwidth Memory (HBM3E), delivering remarkable computational capabilities. This technology not only competes with current top-tier GPUs but also surpasses them in terms of energy efficiency, catering to the growing need for power and cost-effective solutions in extensive AI data centers. The RebelCard is specifically optimized for executing ultra-large multimodal and Mixture of Experts (MoE) models with high-speed chip-to-chip communication.
