In a shocking reversal, it is Glorio—not Goku or his allies—who summons the Eternal Dragon under Arinsu’s directive. Glorio’s treachery has been hinted since the beginning of Dragon Ball Daima, particularly in episode 1, “Conspiracy, ”where he lurks in the shadows of Gomah’s palace. However, it is essential to note that the sizes of Eternal Dragons can vary.

They cannot influence beings more powerful than their creators without consent, which explains why Shenron could not grant wishes that involved the destruction of the Saiyans, a race far beyond Kami in terms of power.
