While many newcomers, including myself during my initial playthrough of the original release in 2017, tend to overlook this Confidant, doing so can be a missed opportunity.
Advancing the social link with the twins requires completing specific Persona fusion requests, which can deter players. However, the benefits of their Confidant abilities are invaluable, enabling you to create some of the most formidable Personas in the game.
This guide is crafted to ensure you don’t repeat the oversight I made, detailing a step-by-step recipe for each Persona along with their necessary components. To maximize your experience, I’ll be utilizing the free DLC Persona which adds flexibility to the fusion recipes. While included in the PS5 and next-gen versions, PS4 players will need to claim it separately from the PSN store.
Justine & Caroline’s Confidant Abilities

While it’s tempting to ignore this Confidant, doing so may lead to challenges in your journey.The standout Group Guillotine feature empowers you to fuse three Personas at once, generating increasingly powerful entities.
Moreover, the Special Treatment ability enhances your gameplay further, allowing you to pay for the creation of higher-level Personas. In Persona 5 Royal, amassing millions of Yen is relatively easy, making this a worthwhile investment.

Fusion Recipes with Justine and Caroline
Rank 1: Jack Frost with Mabufu
Access to the Madarame Palace is essential, as you’ll need the Regent Treasure Persona, which you acquire automatically during a narrative encounter.
To confirm and fulfill the requests, interact with Caroline and select “Check status on penal labor.”
- Fuse Arsene with Agathion to create Succubus.
- Combine Succubus with a Pixie to yield Cait Sith.
- Take a Regent from the Compendium and fuse it with Cait Sith to make a Jack Frost with Mabufu. Return to the twins to wrap up Rank 1 of the Confidant.
Rank 2: Ame-No-Uzume with Frei
To achieve this, have a base-level Suzaku equipped with Frei and fuse it with Berith to create Ame-No-Uzume, inheriting the skill. If you lack either Persona, here’s a straightforward way to obtain both:
- Fuse Pixie with Cait Sith to create Incubus.
- Combine Incubus and Jack-o-Lantern to obtain Berith.
- Get another Incubus from the Compendium and fuse it with Berith for Hua Po.
- Utilize Hua Po with Berith to summon Suzaku.
- Finally, combine a Berith with Suzaku for Ame-No-Uzume possessing the requested skill.
Rank 3: Flauros with Tarukaja

It would be beneficial if you still have Berith registered from the previous request. Below are the recipes for the other two necessary ingredients, in case you need them:
- Combine Regent and Berith to create Orobas.
- Fuse Arsene with Suzaku for Angel.
- Merge Angel with Jack-o-Lantern to create Eligor.
- Finally, fuse Berith, Eligor, and Orobas to achieve Flauros with Tarukaja.
Rank 4: Phoenix with Counter
A relatively straightforward task, you can accomplish this by merging a base-level Yaksini (with the Counter ability) with an Oni to generate a Phoenix. Below are the base recipes for crafting each Persona:
- Fuse Hua Po with Jack-o-Lantern to create Yaksini.
- Combine Arsene with Angel to obtain Kodama.
- Use Kodama with Flauros from Rank 3 to create Oni.
- Finally, merge Yaksini with Oni to form Phoenix with Counter inherited from Yaksini.
Rank 5: Setanta with Rakukaja

This request can be easily satisfied by fusing Lamia and Silky, given that Lamia inherently possesses Rakukaja. If you’re missing either Persona, here’s a concise recipe breakdown:
- Fuse Jack-o’-Lantern with Agathion to obtain Silky.
- Utilize the Kaguya Picaro DLC Persona from the Compendium and merge with Suzaku to create Lamia.
- With Silky and Lamia combined, you can now create Setanta with Rakukaja.
Rank 6: Neko Shogun with Dekaja
Here’s the base recipe to craft the other two Personas if you require:
- Acquire Regent, then fuse with Agathion to make Slime.
- Combine Slime with Oni to produce Sudama.
- Retrieve the Ariadne DLC Persona from the Compendium and fuse with Flauros to create Anzu.
- With all three in your inventory, fuse them together in the Guillotine and transfer Dekaja from Anzu to Neko Shogun.
Rank 7: Lachesis with Tetraja

Before fusing Lachesis, it’s wise to save your game due to the rare possibility of failing the fusion, thus preventing wastage of your Personas. Here’s a straightforward method utilizing a DLC Persona to simplify the process:
- Fuse the Ariadne DLC Persona with Jack Frost to create Principality.
- Merge an Ariadne Picaro with Principality to craft Thoth while inheriting Tetraja.
- Finally, combine Thoth with Anzu to achieve Lachesis while ensuring the transfer of the Tetraja skill from Thoth.
Rank 8: Hecathoncheires with Masukunda

Despite expectations, the requests at this stage remain manageable. As long as you meet the level requirements for creating the Persona, it’s simply about accumulating enough Yen. Additionally, consider using the Persona 5 Royal Fusion Calculator to recreate base Personas if needed.
- Combine Hua Po with Thoth (base level possessing Masukanda) to generate Andras.
- Subsequently, fuse Andras (which carries Masukanda) with Anzu to form Hecathoncheires with the skill Masukunda, thus completing Rank 9 of the Twins’ Confidant.
Rank 9: Bugs with Samarecarm
For this request, you’ll require a Hariti at level 41 to acquire the Samarecarm skill. If you have the Empress Confidant at level 2 or higher, expect enough XP from this fusion to reach that skill level. Alternatively, I recommend utilizing the Strengthen feature in the Velvet Room by sacrificing a Treasure Demon like Regent to level up Hariti more easily.
- Combine the Izanagi Picaro DLC Persona with an Oni to generate Pisaca.
- Fuse Eligor with another free DLC Persona, Izanagi, to create Jikokuten.
- Merge Jikokuten with Ariadne for Hariti (ideally at Level 41 for Samarecarm; if not, use Strengthen).
- Finally, combine Pixie, Pisaca, and Hariti to create Bugs with the Samarecarm skill.
Rank 10: Seth with High Counter
This final request can be completed in two ways: either wait for the “The Killer Who Cleans Up Trash“request (available on 10/14) for Mementos where you’ll receive a High Counter skill card, which is the route I opted for, or use the simple recipe guide below if you’re following the DLC Persona-infused recipes.
- Use two free DLC Personas: Kaguya Picaro (who has High Counter) + Asterius Picaro = Horus.
- Fuse Jack Frost with Kodama to form Isis.
- Combine Pixie with Angel to create Anubis.
- Now, merge Horus, Thoth, Anubis, and Isis to produce Seth while ensuring Horus’s High Counter skill is inherited.
Completing this final task maxes out Justine and Caroline’s Confidant, fully unlocking all their rewards.
