
The U. S.government is intensifying its efforts to prevent NVIDIA’s advanced AI chips from being acquired by China. This heightened vigilance is evident as lawmakers propose a new legislative measure focused on national security.
Proposed Location Tracking Features for NVIDIA’s AI Chips
Despite various attempts by U. S.authorities to restrict NVIDIA’s AI chips from reaching Chinese markets, numerous loopholes have allowed Chinese entities to circumvent these measures. Given the vital role of artificial intelligence in global dynamics, U. S.lawmakers view the issue as critical to national security. Consequently, a new bill, dubbed the “Chip Security Act, ”has been introduced in the U. S.House of Representatives. If enacted, this legislation would mandate companies like NVIDIA to implement features that track the location of their chip end-users.
In order for the United States to maintain our technological advantage, we must employ safeguards to help ensure export controls are not being circumvented, allowing these advanced AI chips to fall into the hands of nefarious actors.

Rep. Bill Foster, a physicist with a background in technology, is one of the main proponents of this bill. He asserts that NVIDIA has the capability to adapt its technology to prevent distribution to China. Notably, part of the Chip Security Act aims to introduce a “location tracking”feature within NVIDIA’s AI accelerators. This would allow the company to monitor where its chips are sold and how they are utilized. Furthermore, he has indicated that NVIDIA could also implement a “kill switch”to render its chips inoperable should they be detected in China.

China has primarily gained access to NVIDIA’s cutting-edge chips through intermediary countries such as Malaysia, Singapore, and the Philippines. Although the U. S.has issued warnings to these nations against facilitating Chinese acquisitions of AI technology, the effectiveness of these warnings remains limited, as evidence suggests that China continues to secure NVIDIA’s advanced models, including the H100 chips. Additionally, the growing relations between former President Trump and the Middle East raise concerns about potential indirect technology transfers.
