While Goku faced various incarnations of Majin Buu during the Buu Saga, he notably never fought Evil Buu. This particular version demonstrated impressive strength by overpowering Good Buu in their encounter. Considering Goku’s slight superiority over Good Buu at that time, a fight with Evil Buu could have proven to be one of the series’ most thrilling showdowns.
2 King Cold

Goku has battled countless villains over his extensive history, yet Frieza remains his most iconic enemy. Thanks to the Dragon Ball Super series, Goku has re-encountered Frieza multiple times. However, his father, King Cold, was never granted the opportunity to avenge Frieza’s defeat, as Trunks swiftly eliminated him before he could assess his opponent’s capabilities. While Goku would likely have triumphed effortlessly, a confrontation with King Cold could have added intriguing complexities to the narrative.
3 Dabura

Demon King Dabura emerged as a significant foe during the Buu Saga, exhibiting strength that could overpower Super Saiyan 2 Gohan. Though Goku was occupied with his own battles against Majin Vegeta, a clash between him and Dabura could have presented a compelling and close fight—especially if Goku resorted to his SSJ3 transformation. Dabura’s magical abilities would have added another level of challenge, heightening the excitement of this hypothetical encounter.
4 Android 18
Android 18: The Unmatched Rival



The conclusion of the Frieza Saga marked a point where the Saiyans were deemed nearly invincible, especially with Vegeta embracing the Super Saiyan power. Yet the introduction of Android 18 portrayed a new level of strength. Android 18 incapacitated Vegeta in a legendary fight, infamously breaking his arm during their battle, even though Goku remained the true target of her frustration. Unfortunately, fans never witnessed a confrontation between Goku and Android 18, despite her numerous appearances against various characters throughout the series.

Zarbon held a prominent position within the Frieza Force during the Namek Saga, exhibiting remarkable strength when he overwhelmingly defeated Vegeta in their initial confrontation. Given Goku’s reported prowess during the same saga, it’s reasonable to conjecture that he would have dispatched Zarbon with relative ease.

In Dragon Ball Super, while Goku encountered Toppo multiple times, he never fought him in his God of Destruction form, a transformation that drastically enhances Toppo’s abilities. During the tournament, GoD Toppo pushed Vegeta to his extremes, forcing him to resort to the perilous Final Explosion technique just to eliminate Toppo from the contest. Without the Ultra Instinct ability in the mix, it’s uncertain whether Goku could defeat GoD Toppo, as Toppo’s heightened resilience and destructive prowess could potentially alter the balance in their fight.
7 Android 16

Before Cell’s emergence and before the Z Fighters began their training in the Hyperbolic Time Chamber, Android 16 dominated the power hierarchy, even surpassing Androids 17 and 18, the latter of whom easily overwhelmed Vegeta. Although Android 16 was programmed with the intent to eliminate Goku, the anticipated showdown never took place. Given the circumstances, it seems likely that Android 16 could have defeated Goku with relative ease—making him one of the few characters capable of besting Goku had they faced off.
