How to Stop Civil War in Frostpunk 2

During a Civil War, your role shifts from the City’s steward to the Captain. This change nullifies the Trust system; all factions and communities will heed your commands as Law. This approach is crucial for ensuring your City does not collapse due to rising Tension and moral dilemmas.
To enact the Captain’s Authority and avert the Civil War in Frostpunk 2, you must unlock all the Rule Laws.
