Unlocking More Settlements in Civilization 7

At the start of your conquest, you can typically create up to three settlements without any penalties. Exceeding this limit results in a substantial drop in happiness, specifically a -5 Happiness for each additional settlement. Fortunately, as you develop your civilization, there are ways to enhance your settlement cap—allowing you to create more cities. The methods to increase this cap involve specific technologies and research paths that can be easily pursued within gameplay.
