The fate of these regions hinges on the outcomes of the ongoing Civil War, as allegiances shift and Jarls may find themselves replaced based on their political stances. However, this discussion will examine the original Jarls in place before any notable changes occur during the questline.
No matter a player’s perception of each Jarl, the true measure of their leadership ultimately rests on the satisfaction of the Skyrim populace.
9 Laila Law-Giver
The Rift
Surprisingly, the most ineffective Jarl in Skyrim does not engage in malevolence or malice. Instead, Laila Law-Giver’s problem lies in her inaction and disconnection from Riften’s realities.
Despite her belief that she manages the notorious Thieves’ Guild and its dominant member Maven Black-Briar, the reality on the streets of Riften tells a different story. The Guild operates with unchecked freedom, showcasing Laila’s lack of true authority. Her tenure remains largely unaffected during the Civil War, with Maven ultimately taking command, highlighting that Laila never truly possessed the role of an effective leader.
8 Bard The Elder
The Pale
Skald the Elder epitomizes the notion that age does not equate to wisdom. He harbors a peculiar belief that Talos, considered one of the Divines, is wrathful due to Skyrim’s abandonment of him, leading to the resurgence of dragons.
This misguided understanding often leads to disrespectful behavior, even toward war veterans, as he threatens them with execution under allegations of espionage. His ignorance results in Brina Merilis, a true veteran, eventually replacing him as Jarl should The Dragonborn side with The Empire in the Civil War, showcasing his deficiencies as a leader.
7 Igmund
The Reach
In contrast, Igmund of The Reach exemplifies the dangers of being beholden to a wealthy, corrupt family, namely the Silver-Bloods, who control the Cidhna Mine—a veritable slave camp.
His passive approach towards the city’s rampant injustices, including his mere apologies for wrongful imprisonments, demonstrates a complete lack of leadership. Despite superficially denouncing the Forsworn, their activities continue under his ineffective watch, marking him as an inadequate ruler.
6 Korir
Winterhold
Undoubtedly among the least impactful Jarls, Korir’s authority in Winterhold is essentially nonexistent, as the College of Winterhold becomes the true power in the city.
Korir’s hostility and vengeance, particularly towards the Imperials, highlight his unyielding grudge stemming from The Great Collapse, which prevents him from effectively addressing the city’s needs. As the city remains largely desolate, he neglects to pursue rebuilding efforts for Winterhold, opting instead to dwell in past grievances.
5 Siddgeir

Despite appearing lazy and arrogant, Siddgeir’s attitude stems from youthful honesty about his role as Jarl. He views governing as a simple task, relying heavily on his steward’s assistance.Siddgeir’s blunt nature has earned him a measure of respect, recognizing the challenges ahead as he takes on the mantle after his uncle’s decline.
Though he has made poor decisions, such as allying with bandits, he also shows potential and willingness to make difficult choices, illustrated by his involvement in the Diplomatic Immunity quest. With time and guidance, he may mature into a more effective leader.
4 Ulfric Stormcloak

Although the Stormcloaks may be perceived as antagonists in the Civil War, their leader, Ulfric Stormcloak, demonstrates a capacity for unification in pursuit of a cause. He carries a duality, advocating for Nords’ rights while simultaneously engaging with the Thalmor, thus exposing his complex character.
Ulfric’s initial portrayal as a hero builds a compelling narrative for players, framing the Empire as antagonists. His extensive background from The Great War supports his influence over Skyrim’s fate, even though he ultimately channels that energy into a narrow and exclusionary ideology.
No matter which side players support in the Civil War, Ulfric remains a dominant figure who inspires loyalty and action among his followers.
3 Idgrod Ravencrone

Amidst a backdrop of ineffective leadership, Idgrod Ravencrone stands out as a proactive and insightful Jarl. Her disposition embodies an openness to trust in others, tempered by a keen awareness of potential deceit.
Working closely with her resident wizard, Falion, Idgrod refrains from fearing magic, including necromancy. She leverages her intellect and age effectively, creating distractions without attracting suspicion, as illustrated during the Diplomatic Immunity quest. Her leadership style is a refreshing change that instills confidence in her community.
2 Elisif The Fair

Jarl Elisif the Fair navigates her grief following the tragic murder of her husband, the High King, with remarkable grace. Despite the chaos enveloping Skyrim due to the Civil War, she strives to uphold her ideals of justice and kindness.
Even in the face of adversity, she honors the memory of Talos, showing respect for those who continue his worship. Her commitment to peace and safety marks her leadership, though she lacks prior experience. If supported by The Dragonborn and the Empire, she has the opportunity to ascend to High Queen, which she truly deserves given her efforts amidst such tumult.

Encounters with Jarl Balgruuf the Greater exemplify the strength of adaptability in leadership. Initially neutral, he shifts to proactively supporting The Dragonborn when the threat of dragons returns to Skyrim.His willingness to assist, regardless of the hour, showcases his dedication to the realm.
From making players Thane to providing invaluable assistance throughout the game, Balgruuf serves as a pivotal figure in the narrative. His character is indispensable, making a strong case for him to be recognized as the greatest Jarl in Skyrim’s history.
