While some enjoy the replayability this offers, others, like myself, prefer to experience everything in a single journey. Unfortunately, aside from certain definitive editions of Persona 3 and 5, this trend persists across many of their titles.

A case in point is RAIDOU Remastered, which also features collectibles that can only be accessed after completing the game once, like the quirky character Raiho—a Jack Frost in a Raidou Kuzunoha outfit. While fun as a reference, none of this content feels essential to the overall experience.

For those aiming to collect every demon in RAIDOU Remastered, obtaining a Clear Save Data is crucial. You must have every demon registered before diving into New Game+.If you miss this step, your Devil Chart may remain incomplete when you attempt to fuse Raiho, forcing you to level up again from scratch.

However, you’re likely eager to learn how to properly fuse Raiho rather than listen to my grievances. Let’s delve into the step-by-step process for creating this unique character in the game.

Requirements to Fuse Raiho

Before you proceed with fusing Raiho, there are two essential steps:

  1. Complete RAIDOU Remastered to start a New Game+, which is a staple for many JRPGs.
  2. Advance through the game until you encounter Big Tarrasque and acquire the Red Wine from one of the maids in the Daidouji family. This will refresh your knowledge on how fusion works.

After this, a new Case File titled No.45: A New Hero Emerges? will be activated, requiring you to obtain a Bancho Uniform from a police detective.

Your next step is to locate Kazama, who can now be found near the southern exit of Tsukudo-cho. Be cautious, as there is an important condition to meet.

If Kazama provides you with the Bancho Uniform, proceed with your quest. However, if he declines, it indicates that you haven’t cultivated enough loyalty with your demons during your playthrough.

How to Build Loyalty with Demons

You can increase loyalty by winning battles. With each victory, your demons not only gain experience but also loyalty points. Achieving maximum loyalty allows demons to learn new passive skills and even restore HP.

The cumulative loyalty points will contribute to Raidou’s rank, unlocking new titles and enabling him to carry more demons. Initially, I underestimated the importance of these titles, assuming they were merely cosmetic. This was a mistake, as reaching the title of Master of Demons—which requires at least 5, 900 loyalty points—is necessary to acquire the Bancho Uniform and move forward with Raiho’s fusion.

Therefore, if you have accumulated over 5, 900 loyalty points, Kazama will hand over the uniform. If not, you’ll need to invest time in building friendships with your demons, which can be expedited by using Sake to enhance their loyalty.

Battling Against Raiho

Once you secure the Bancho Uniform, return to the front of the Goumaden to initiate a cutscene featuring Raiho, who will have a brief interaction with Victor while sporting a uniform that mirrors yours.

The game will then offer you three response options, and choosing any incorrect answer—such as Raihee or Reiho—will invoke Raiho’s fury and commence the battle. However, proceed with caution!

If you find yourself under-leveled, you might struggle against Raiho. He is level 26 and accompanied by two level 16 Jack Frosts and two level 12 Jack-o’-Lanterns. I faced him at level 17, which proved challenging.

Fortunately, Raiho is susceptible to Volt spells, so be sure to include some strong electric abilities in your arsenal. Beware of his demon allies, as they will relentlessly cast spells in an attempt to overwhelm you.

If the challenge seems too daunting, consider lowering the difficulty to Sleuth, where both you and your demons become immune to damage, thus making the encounter far more manageable.

Upon defeating Raiho, you will complete Case File No.45, which could reward you with the silver trophy Lightning Blade if you’ve cleared every case. Additionally, with New Game+ allowing access to many demons, you will be able to gather the necessary ingredients for Raiho’s fusion. Just ensure you reach level 26 for the fusion to take place.

Successfully fusing Raiho will earn you the Valiant Hero trophy, and if you have fully completed your Devil Chart, you will also achieve the gold trophy Unbound Summoner.
