The regulations grant unrestricted access to AI chips for allied nations, whereas hostile countries, particularly China and Russia, face complete bans on acquiring cutting-edge technology. Other countries will be subjected to limitations on their computing power, although private firms in those nations may be identified as validated end-users (VEUs) and gain some access. This situation poses a challenge for suppliers such as NVIDIA, as their market dynamics could be radically altered.
