Among these personas, Surt stands out as my personal favorite fire-enhanced persona not only in Persona 5 Royal but also across Persona 3 Reload and Persona 4 Golden. His formidable abilities, including Blazing Hell and Fire Amp, can culminate in some of the most devastating fire attacks in the game.
Surt possesses additional skills, including the Evade Ice ability, which dramatically enhances his evasion rate against his only elemental vulnerability. However, what truly solidifies Surt as the ultimate fire persona is the Fire Lineage skill, which provides a chance to halve the SP cost of his fire attacks each turn.
