Additionally, new Recovery updates were introduced for Windows 10 and Windows 11, with further details available in the accompanying article.
New Dynamic Updates for Windows Recovery Environment
In conjunction with the Patch Tuesday updates, Microsoft has also provided a series of dynamic updates tailored for the Windows Recovery Environment (WinRE), commonly referred to as Safe OS updates. These updates support a variety of Windows 10 versions, specifically the 22H1, 21H2, 1809, 1607, and 1507 builds.
Interestingly, Microsoft did not release any updates for the Setup binaries this time, a component they usually launch concurrently with Recovery updates.

Replacement of Previous WinRE Update

KB5050411: Windows Recovery Environment update for Windows 10, version 21H2 and 22H2: January 14, 2025
Summary

Challenges with WinRE Updates
It’s evident that the WinRE updates have been causing installation issues for users at consistent intervals. One potential workaround is the complete deletion of the recovery partition, although this might not be suitable for everyone. Microsoft has recently emphasized that WinRE is vital for system requirements such as TPM and Secure Boot, particularly for encryption features.
Understanding Dynamic Update Packages
For those unfamiliar, Dynamic Update packages are designed to be applied to existing Windows images before deployment. A blog post on Microsoft Techcommunity elaborates on this topic, detailing the various components and functions of Dynamic Updates:
When a Windows 10 feature update is initiated, either through media or a connected Windows Update service, Dynamic Update is one of the initial steps activated. Windows 10 Setup connects to a Microsoft-hosted URL to retrieve Dynamic Update content, subsequently applying those updates to the OS installation media.
The content obtained includes:
- Setup Updates: Fixes for Setup binaries or any files utilized by Setup for feature updates.
- Safe OS Updates: Improvements for the “safe OS”related to updating the Windows recovery environment (WinRE).
Moreover, Dynamic Update ensures that Language Pack (LP) and Features on Demand (FODs) content is preserved during the upgrade process, although it does not constitute updates to LPs or FODs, but rather reacquisition to maintain these elements throughout the update completion.
Manual Download Options for Updates
These WinRE dynamic updates are not disseminated through Windows Update, but they are available for manual download from the Windows Update Catalog website. Users can access the following updates here:
