Earlier this week, Microsoft announced significant changes to the Windows enrollment experience for select computers. The intention was to enable the download and installation of cumulative updates during the initial setup phase, commonly referred to as the OOBE (out-of-box experience), specifically for systems enrolled in mobile device management (MDM). However, after receiving a mixed response and criticism regarding the absence of controls for IT administrators, Microsoft has opted to reevaluate its approach.
The company has since updated the original announcement with a new notification indicating that the initial plan has been postponed. Microsoft aims to create a more suitable method for IT admins to manage their environments effectively. The following is the message from Microsoft:
Update September 20, 2024: We’ve taken your feedback into account regarding the Windows update process during the OOBE. While recognizing the necessity of keeping devices up to date from the outset, we are dedicated to rolling out this change in a manner that empowers IT admins to manage their environments effectively.
This modification has been deferred. Updates will not be applied during OOBE for Autopilot devices until we implement the appropriate mechanisms for IT admins to manage and comply with update policies effectively. We thank you for your patience and understanding as we work to improve the Windows enrollment experience. Stay tuned for more updates!

It’s important to note that this change does not affect regular consumers. If you have a new Windows 11 computer intended for personal use, it will automatically download and apply all available updates during the initial setup process. If you prefer to bypass this, simply press Shift + F10 on the onboarding screen, enter oobe\bypassnro, and press Enter. Windows 11 will then restart, allowing you to complete the setup without an internet connection or signing in with a Microsoft Account.
