Microsoft pauses rollout of specific features for Windows 11 23H2 Insider program
Microsoft has informed Windows Insiders about a modification in the recently issued Windows 11 build 22631.4387 within the Release Preview Channel. This announcement comes right after my discussion regarding the necessity for better communication and enhancements in the Windows Insider Program. Currently, some features that were anticipated are not being deployed, but they will be introduced at a later time.
The features affected include integration of Phone Link into the Start menu and the introduction of “Personalized offers”during the out-of-box experience (OOBE or initial setup).

If you’re not aware of these updates, the Phone Link Start menu integration provides users with a specialized panel connected to their Android phone adjacent to the Start menu. Users can monitor their phone’s battery and connection status, listen to voice messages, make calls, and continue numerous activities seamlessly. However, this feature is restricted to Android users only—unfortunately, iPhone holders will miss out.
Regarding the OOBE update, the only change involves renaming one of the privacy settings from “Tailored Experiences”to “Personalized offers.”
The release notes for build 22631.4387 now reflect the following message regarding these changes:
[UPDATE 10/14] This feature will roll out to Insiders in Release Preview on Windows 11, version 23H2 at a later date and is not currently available with this update.
Other enhancements remain intact in build 22631.4387 (KB5044380), including the option to remap the Copilot key, a new Gamepad keyboard, improved notifications, and fixes for battery drain issues, Bluetooth connectivity errors, Teams bugs, and various other concerns.
