Microsoft May Never Resolve Windows Update Error 0x80070643

Microsoft’s Dynamic Updates for Windows 10 Users: July 2025 Overview

In April, Microsoft rolled out a set of Windows 10 dynamic updates designated as KB5057589, KB5055674, KB5056474, KB5055769, KB5055768, and KB5055770. At that time, the company addressed installation issues and assured users that these problematic updates would not be offered again if they had already been installed.

Fast forward to July 2025, and amidst the regular Patch Tuesday updates, Microsoft has introduced a new Windows Recovery Environment (WinRE) update under KB5063523. This update continues to enhance Windows recovery features.

This release automatically applies the Safe OS Dynamic Update (KB5062691) to WinRE on systems currently running Windows 10. It aims to improve overall recovery capabilities.

Despite fixing previous issues, Microsoft notes that users may still encounter the error code “0x80070643.”The company provides an overview of this known issue:

The following is a summary of the “Known issue”that this update addresses when you install this update.

  • [0x80070643 – ERROR_INSTALL_FAILURE (Known issue)] Fixed: This update resolves the ERROR_INSTALL_FAILURE that was experienced if the April 8, 2025 (KB5057589) update was installed before 2 PM PT on April 21, 2025. Users are encouraged to update their devices as this update contains critical improvements, although the erroneous error message may still appear in the Windows Update History.

Microsoft emphasizes that KB5063523 is not the only dynamic update released. Additional setup updates have also been made available.

Understanding Dynamic Updates

For those unfamiliar, Dynamic Update packages are designed to be applied to existing Windows images prior to deployment. These packages include important fixes to the Setup.exe binaries, updates for SafeOS in the Windows Recovery Environment, and other enhancements. Notably, they also help retain Language Pack (LP) and Features on Demand (FODs) content throughout the upgrade process. For example, in Windows 11 version 24H2, VBScript is currently treated as an FOD.
