This Law is highly sought after by players who aspire to govern the City without opposition and establish a new world order. With this Law, you gain exclusive authority to make critical decisions and safeguard the City against the relentless Frost, ensuring its survival.

Here’s how you can obtain Captain’s Authority in Frostpunk 2.

In Frostpunk 2, Captain’s Authority is the ultimate Law within the collection of Rule Laws. It empowers you with boundless authority, transforming your role from the City’s overseer to that of the Captain.

This Law abolishes the Trust system, compelling all Factions and communities to follow your directives unquestioningly. There will be no dissent or protests, and all Laws will be passed without opposition in the Council, as the Captain’s decree is absolute. Essentially, it empowers you to enforce your will as a dictator whose commands hold the force of Law.

Additionally, Captain’s Authority enables you to solidify your reign—a power derived from the City controls situated at the Generator. By securing your rule, you can effectively end any Civil War or unrest plaguing your City. All Factions lose their fervor and are obliged to obey your orders, nullifying freedoms and granting your enforcers the authority to preserve order by any means necessary.

How to Get Captain’s Authority in Frostpunk 2

Captain’s Authority in Frostpunk 2 becomes accessible during critical scenarios like a Civil War or a coup. In Story Mode, you can unlock Captain’s Authority if you select to Enforce Order in Chapter 5. Here are the two primary methods to unlock Captain’s Authority:

To activate Captain’s Authority, you must first enact all other Rule Laws. It’s advisable to begin passing these Laws early in your role as Steward when managing the City. Rule Laws require a 2/3rd or 70% majority to pass, making it easier to implement them during stable and calmer periods when Trust levels are high.

Start by passing the Guided Voting Rule Law, as it allows you to influence votes in your favor. Guided voting helps sway undecided Council members to support your proposed laws, ensuring their passage.

Utilize this influence to secure all Rule Laws. Some, like the Bureau of Propaganda or the Secret Police, will prove invaluable as you progress through the game.

Once you’ve enacted every Rule Law, it’s time to propose Captain’s Authority. In times of crisis such as a Civil War or coup, Factions and communities will be more inclined to grant you this power. Leverage the Guided Voting Rule Law to steer votes in your favor and successfully pass the Captain’s Authority Law.

During a Coup

If waiting for the Council to ratify your Laws is not your style, you can opt to start a coup to overturn the existing power structure and claim authority.

To initiate a coup, ensure you have at least 120 Guards at your disposal. If necessary, recruit additional Guards from Factions or gain Guards from settlements and areas you explore in the Frostlands. A useful approach to amass enough Guards is to enact the Steward’s Militia Rule Law, which permits you to enlist Citizens as well as criminals in exchange for a reduced sentence.

Once you surpass the 120 Guards threshold, navigate to the City Control menu via the Generator and select the coup option to commence. This action will effectively imprison, detain, or eliminate the current Council members, establishing you as the sole ruler and enabling the activation of Captain’s Authority in Frostpunk 2.

As previously noted, Captain’s Authority in Frostpunk 2 stands as one of the most potent Laws that can be enacted by the Council. Once active, Trust becomes a permanent fixture in the City, and all rights of the citizens are revoked. Protesters and dissenters will face serious consequences, and the overall Tension in your City will diminish dramatically.

Captain’s Authority grants you the ultimate decision-making power in the City, ensuring that nothing can jeopardize your position. Moreover, this Law enables you to pass any legislation without opposition, allowing you to implement even the most severe Laws without facing pushback from the communities or Factions.

One of the most advantageous aspects of Captain’s Authority is its capacity to secure your rule during a Civil War. This feature empowers you to consolidate your control and create unchallenged supremacy throughout the City. Ensure you have 45 Guards before selecting this option from the City Control menu at the Generator.

Upon completion, an action prompt will appear. By selecting it, you’ll have the choice to condemn either one or both opposing Factions. You’ll then need to construct a settlement enclave for the condemned Faction(s). Following this, click on the enclave and select “Begin Enclave Relocation”to initiate the transfer of the Faction(s) to permanent prison camps.

This decision represents one of the most ruthless actions you can take in Frostpunk 2, solidifying your status as a tyrannical leader. Your decrees will be the governing Law—quite literally. Choosing Captain’s Authority will also unlock a unique end credit sequence, showcasing the ramifications of your actions as the Captain.
