Transitioning from Windows 10 to Windows 11 often presents challenges, particularly for users seeking to create a local account without connecting to the internet. Unlike its predecessor, Windows 10, which allowed offline setups through local accounts, Windows 11 now enforces the use of a Microsoft Account during installation. As updates roll out, Microsoft continues to tighten these restrictions. However, if you prefer to establish a local, offline account, the process is still achievable. Here’s how to navigate this setup.
Benefits of Installing Windows 11 Offline
Opting for an offline installation of Windows 11 offers several advantages:
- Bypassing promotional screens and ads for a smoother setup.
- Quick access to the desktop environment.
- The ability to control which driver versions are installed, rather than relying solely on Windows Update.
- Maintaining privacy by avoiding the need for a Microsoft Account.
Method 1: Setting Up Without Third-Party Tools
To successfully install Windows 11 offline, it is crucial to remain disconnected from the internet throughout the process. Follow these steps:
- Ensure your device is completely offline during the Out-of-Box Experience (OOBE).
- Press Shift + F10 to access the Command Prompt.
- Type oobe\bypassnro and hit Enter. This command effectively circumvents Microsoft’s online registration requirement. Though some claim this option is obsolete, it remains functional when offline.
- After your PC restarts, continue with the Windows 11 setup. Remember to avoid connecting to the internet until you reach the desktop, prompting Windows 11 to create a local account while skipping promotional elements in the OOBE.
This method is compatible with Windows 11 versions 24H2 and 25H2.

Method 2: Utilizing a Third-Party Application
If you prefer a quick solution for a clean installation of Windows 11, such as the latest version 25H2, using the Rufus utility allows you to create bootable media that bypasses the mandatory Microsoft Account and internet requirements. Here’s how:
- Visit the official Windows 11 website to download the Windows 11 ISO, either directly or using the Media Creation Tool.
- Download the Rufus application from its official site (choose between installer or portable versions).
- Launch Rufus and insert your USB drive.
- Select your USB drive from the available options and load the Windows 11 ISO file. Keep the other settings unchanged.
- Click on Start. A new window will appear with additional options. Make sure to select the option to Remove requirement for an online Microsoft account. You can adjust other settings as needed.
- Confirm by clicking Ok.
- Once Rufus completes the process, you can proceed with the clean installation of Windows 11 as usual, ensuring you remain offline during the setup.
With this method, enjoying Windows 11 without the compulsory Microsoft Account is now feasible.
