
Changes in Microsoft Account Requirement for Windows 11 Installation
Microsoft has consistently favored the use of a Microsoft Account (MSA) over local accounts, emphasizing benefits such as BitLocker encryption recovery. This preference can pose challenges for users who prefer or need to operate without an internet connection.
Blocking Bypass Options
Historically, there have been methods to install Windows 11 without an internet connection, circumventing the MSA requirement. However, Microsoft has been actively addressing and closing these loopholes. This began earlier in the year with the release of update KB5053658, which specifically blocked a popular method known as BYPASSNRO. This allowed users to skip MSA setup while online but remained functional when offline.
Recent insider builds of Windows 11 (specifically 25H2) have introduced further restrictions, eliminating the use of the start ms-cxh:localonly
command—another shortcut for creating a local account during setup.
Official Reasoning Behind the Changes
Local-only commands removal: We are removing known mechanisms for creating a local account in the Windows Setup experience (OOBE).While these mechanisms were often used to bypass Microsoft account setup, they also inadvertently skip critical setup screens, potentially causing users to exit OOBE with a device that is not fully configured for use. Users will need to complete OOBE with internet and a Microsoft account, to ensure device is set up correctly.
Remaining Bypass Method
Despite these changes, there is still an official workaround for users wishing to avoid the MSA requirement during installation. As demonstrated by YouTuber ThioJoe, users can opt for the “Set up for work or school”option during installation, which allows them to bypass the MSA check.
After selecting that option, users need to choose “Domain join instead”by navigating to the “Sign-in options, ”as illustrated in the accompanying images below:


Limitations of the Workaround
This method is effective for installing the Windows 11 Pro edition. Unfortunately, users attempting to install the Home edition may find themselves unable to use this option, leaving them without a viable alternative.
