The anime industry currently finds itself at a crossroads. Despite unprecedented global popularity and a surge in successful titles, several fundamental issues threaten its longevity. Challenges such as subpar working conditions, a dwindling workforce, and the urgent need to safeguard its rich history are pressing concerns. In light of these difficulties, renowned anime creator Hideaki Anno, celebrated for his work on Neon Genesis Evangelion, is advocating for governmental support to ensure a sustainable future for the industry.
According to a report by Tokyo Sports, Anno addressed Japanese lawmakers during a meeting of the bipartisan Manga, Anime, and Game Parliamentary Association held on January 30. As the representative director of the Anime Tokusatsu Archive Organization—a non-profit he founded—Anno took the opportunity to stress the urgent need for improvements in working conditions within the anime sector and proposed actionable steps for legislation to bolster the industry.
The Anime Industry Faces Labor Shortages

Anno highlighted a critical issue during his address: “There is a serious shortage of workers in the industry.” He noted how this labor deficit hampers production timelines, with many anime releases facing delays as a result. To combat this issue, he urged lawmakers to consider expanding tax incentives and subsidies for animation studios. He expressed gratitude for existing support, stating, “We are really grateful for the subsidies we receive when making anime. However, we hope the government will provide additional support to studios after production to help them maintain their strength.” Anno pointed out that over 50 countries offer favorable tax treatments for their video industries, putting Japan at a disadvantage in the global market.
In addition to addressing workforce issues, Anno underscored the importance of preserving Japan’s anime and tokusatsu works. He argued that materials such as animation cels and costumes from series like Godzilla and Ultraman are cultural treasures that need to be documented and archived appropriately for future generations.
The Need for Political Attention to Anime and Manga
Other topics raised during the parliamentary meeting included the rising issue of manga piracy, with intentions to strengthen governmental efforts to combat it on an international scale. Additionally, discussions regarding freedom of expression in manga highlighted the necessity for sensible categorization based on age appropriateness.
The response of the Japanese government to Anno’s call for support remains to be seen. However, his urgent plea has undoubtedly resonated, illustrating the necessity of recognizing the anime industry’s significance within Japan’s political framework.
