Make your way to Altabury Heights and search for the quest marker located on the Upper Blue Sky Bridge. The merchant can be found outside the General Store; converse with her to kick off the quest.

She will inform you that the hot spring can only be accessed at night and is situated in the Lower Blue Sky Bridge area.
