You may opt to deploy guard units to suppress these uprisings and subsequently construct prisons to detain the dissenters. This choice introduces a new faction into the game: the Detainees.

You must then decide whether to have the detainees serve their time in prison or send them into the Frostlands. Alternatively, you can establish a colony for them in the nearby outpost, Windward Moore. If you dispatch your scout teams for colonization, the detainees will relocate to Moore, leaving your city in peace.

Once this rebellious faction settles in Windward Moore, you can transfer control to them and reclaim all workers and resources that were previously sent to Windward Moore. If you decide to hand over authority and there are no remaining members of the faction in New London, you will be treated to an ending cutscene.

In this cutscene, it is revealed that the faction ultimately fails to successfully colonize Windward Moore due to inadequate infrastructure and resources. The state of their colony is described as “abysmal.”

If you opt to maintain control of Windward Moore, you can aid the exiled faction in gathering vital resources for their survival. You can clear the frost around the main city hub, place extractors on resource deposits, and build housing units to shield the population from the bitter winter.

After ensuring they have shelter and food, you must protect them from the harsh cold. The exiled factions prefer not to rely on the Generator for heat, requiring alternative heating methods to warm their settlement.

The solution lies in constructing Windshields. These structures can be erected throughout the city to mitigate the impact of the winds and cold, although the construction will require 30,000 materials. Upon the completion of this task, you can then pass control to the faction, leading to an ending where thanks to your efforts, the exiled faction thrives in Windward Moore.
