In 2011, technology for de-aging was still in its infancy, which led to Dominic Cooper being cast as a younger Howard Stark in Captain America: The First Avenger, instead of attempting to make John Slattery look younger. Interestingly, Sanders was the first actor to portray Howard Stark in Iron Man, appearing only in photographs.
There was no explicit explanation for Slattery’s casting in Iron Man 2, but he subsequently alternated the role with Cooper up to Avengers: Endgame.

When Cassie reappeared in Ant-Man and the Wasp: Quantumania, she was portrayed by Kathryn Newton, as the character was set to take on the superhero mantle of Stinger. Director Peyton Reed sought a recognizable face for future MCU roles in potential properties like Young Avengers.
6. Billy Maximoff

The recasting of Billy Maximoff stems from narrative developments rather than actor unavailability.
