With Vandal Savage now at the helm, Gordon’s re-entry won’t be smooth sailing. After her identity was exposed, she temporarily retreated from Gotham to reposition herself within the Justice League.

Meanwhile, Savage seized power, demonstrating his ruthlessness by committing acts of violence in front of Gotham’s elite, eventually gaining favor with the Court of Owls. This culminated in his becoming the new commissioner in Batman #147, officially replacing Jim Gordon.
