It may be wise to moderate your progression on other Legacy Paths related to your primary Victory goal to ensure your game doesn’t conclude prematurely.
Cultural Victory – Geographic Society
- Modern Science Legacy Path: Acquire and house 15 Artifacts within your empire.
- Final Victory Condition: Complete the World’s Fair Wonder.
To attain a Cultural Victory in Civ 7, players must gather and showcase 15 Artifacts across their Settlements. This involves deploying Explorers to uncharted territories, possibly traversing the boundaries of rival civilizations, to excavate Artifacts worldwide.
Initially, you need to research the Natural History Civic, which permits training or purchasing Explorer units. Once created, send them to Artifact locations and utilize their unique action to automatically incorporate the artifacts into your empire. This boosts your Culture and offers additional benefits.
To discover additional Artifacts, command an Explorer to occupy any Museum or University tile. The unique action labeled Research Artifacts will present itself. Engaging with this action increases your visibility of the world’s Artifacts. Following advancements through the Civic Tree, you can uncover even more Exploration and Antiquity Artifacts.
Additionally, to exhibit your Artifacts, you must construct a Museum in one of your Cities. Each Museum can house up to 3 Great Works. Though certain Wonders and unique buildings can also display Great Works, Museums are typically the most effective method, requiring a minimum of five Cities to present a total of 15 Artifacts.
Final Victory Condition: The World’s Fair
Once you’ve successfully displayed 15 Artifacts in your empire, the final Cultural Victory Condition becomes accessible: building the World’s Fair Wonder. Completing this Wonder will guarantee a Cultural Victory in Civ 7!
Economic Victory – Railroad Tycoon
- Modern Science Legacy Path: Achieve 500 Railroad Tycoon Points.
- Final Victory Condition: Establish a World Bank in every Capital City.
To attain an Economic Victory, players must accumulate 500 Railroad Tycoon Points. Milestones at 150, 300, and finally 500 Railroad Tycoon Points unlock various Economic Legacy Path rewards.
These points are obtained through cities by allocating Factory Resources, generating one point per Factory Resource utilized. Since only one Factory Resource of each type is permitted in a City, converting Towns into Cities can expedite the accumulation of Railroad Tycoon Points.
Factory Resources can be viewed in a dedicated section within the Resource Allocation screen. To allocate these resources, you must have a Factory established in a City. Initiating with a Rail Station, which can be constructed following the Industrialization technology, is essential before you can build a Factory, only available after researching Mass Production.
Ensure your settlements featuring Factory Resources are interconnected via Rail Stations for automatic Railroad Tycoon Point generation. If a city is on an isolated island, establishing both a Port and a Rail Station is necessary.
Final Victory Condition: World Bank
After reaching the 500 Railroad Tycoon Points threshold, the closing challenge for an Economic Victory emerges: building a World Bank Office in every Capital City. Completing the Economic Legacy Path rewards you with the Great Banker unit.
This unit can swiftly travel to other cities and, on its subsequent turn, construct a World Bank Office. After meeting this final goal, securing an Economic Victory in Civ 7 should only take a handful of turns.
Military Victory – Ideology
- Modern Science Legacy Path: Accumulate 20 Ideology Points via Settlement conquests.

Alternate Domination Victory
Instead of going the route of Operation Ivy, you may achieve a Military Victory by defeating all other Leaders in the game. While it’s feasible to wait for the Modern Age to eliminate rivals, players can initiate a Domination Victory earlier, starting from the Exploration Age by accessing distant territories.
The game will end once all other players have been eliminated, leaving no settlements for retreat.
Science Victory – Space Race Projects
- Modern Science Legacy Path: Complete all three Space Race projects.
- Final Victory Condition: Launch the First Staffed Space Flight.
To achieve a Science Victory, players must first execute the First Staffed Space Flight by completing all three vital Space Race projects.
- Trans-Oceanic Flight project: This necessitates researching the Flight technology and constructing an Aerodrome in any City.
- Break The Sound Barrier project: Unlock Aerodynamics technology and complete the project at the designated Aerodrome location.
- Launch Satellite project: Requires the Rocketry technology to be researched, followed by building a Launch Pad to initiate this project.
Once you’ve finished the Launch Satellite endeavor, the Science Legacy Path is complete, and you can progress towards the ultimate victory condition: launching the first Staffed Space Flight.
Final Victory Condition: First Staffed Space Flight
