In Sid Meier’s Civilization 7, the journey to becoming the Suzerain of City-States can appear daunting at first glance. However, with a grasp of the game’s interface and mechanics, the process can be mastered effectively. Securing Suzerain status not only introduces new strategic options from the Independent Powers but also enhances your gameplay experience across various Ages. It is important to note that City-States are specific to each Age, resetting at the beginning of every new period. Yet, much like other significant settlements, they can either be integrated into your broader empire or be destroyed.
Independent Powers, which can be transformed into City-States via the accumulation of Influence, emerge at the beginning of each Age with specific bonuses aligned to the four Legacy Paths: Military, Gold, Science, and Culture. When engaging with an Independent Power for the first time, their response can vary; they could be hostile, neutral, or friendly. Any civilization in the game has the ability to enhance its relationship with an Independent Power, following a “first come, first served”rule where the initial claimant maintains control for at least forty turns.
