Overview of Call of Duty Development Budgets
- Recent disclosures reveal Call of Duty games with budgets soaring up to $700 million.
- Black Ops Cold War outpaces Star Citizen with its staggering $700 million expenditure.
- The escalation in AAA game budgets underscores the growing financial demands within the gaming industry.
Activision has recently unveiled that the development budgets for several Call of Duty titles top out between $450 million and an astonishing $700 million. This trend signals a significant new high within the franchise, with Black Ops Cold War leading the pack.
The process of creating video games is notably intricate and costly. Development typically spans several years and requires substantial financial investment. While independent games often thrive on smaller budgets funded through crowdsourcing platforms like Kickstarter, the AAA segment of the industry operates on a markedly different scale. The financial requirements for blockbuster titles have increased dramatically, eclipsing the budgets of once-thought expensive games like Red Dead Redemption 2, Cyberpunk 2077, and The Last of Us Part 2. Among this elite circle, the newly disclosed Call of Duty budgets stand out as unprecedented.
According to a report from Game File, Patrick Kelly, Activision’s creative lead for the Call of Duty franchise, revealed in a court filing that the budgets for Black Ops 3, Modern Warfare (2019), and Black Ops Cold War are among the highest in gaming history. The latter, Black Ops Cold War, alone demanded over $700 million for its development, and it took years to reach fruition, ultimately achieving sales of more than 30 million units. Following closely is Modern Warfare, with an investment exceeding $640 million and total sales of 41 million copies, while Black Ops 3, despite being the least expensive, still commanded a budget of $450 million—substantially overshadowing The Last of Us Part 2’s $220 million cost.
Black Ops Cold War’s Record-Breaking Budget
With its budget exceeding $700 million, Black Ops Cold War has set a new benchmark in the gaming landscape, surpassing the previous record held by Star Citizen at $644 million. This comparison is particularly striking, considering Black Ops Cold War was developed entirely by Activision, unlike Star Citizen, which has relied on crowdfunding sources over the span of 11 years.
Moreover, it’s intriguing to speculate on how the budgets for future installments such as Black Ops 6 may rise since the release of Black Ops Cold War in 2020. Industry patterns suggest a continual upward trend in production costs. For perspective, the 1997 classic Final Fantasy 7, which was groundbreaking in its time, had a budget of $40 million—a figure that now seems minimal compared to contemporary AAA game costs. The revelations about Activision’s budgets serve as a clear indicator of the escalating financial stakes in the video game sector.
